It is the mission of the R. I. R. A. to promote community pride & responsibility.  With the help of resident volunteers, we encourage participation in the association and sponsored neighborhood events. Our ultimate goal is to help Rumsey Island remain a safe, serene and congenial place to live.

  Covenants Now Available

The Association will now provide residents with a copy of the Rumsey Island covenants for a small processing fee. You may obtain your copy by sending a self-addressed, stamped envelope, along with a check made payable to R.I.R.A for $10.00, to:
R.I.R.A., P.O. Box 196, Joppa, MD 21085

  2009 Membership Dues

RIRA Membership is open to all residents, both homeowners and renters. Membership dues support community activities, landscape maintenance, fund our growing web site, and pays advertising costs for seasonal yard sales.  In addition a membership allows you to purchase a discounted ticket to the Annual Crab Feast and to participate in the Yard Waste Pickup twice a year.  RIRA annual membership dues of $25.00 are payable each calendar year and are in effect from January to December of that year.

  Zoning Violations

Below is a list of typical zoning violations that should be reported to Harford County Planning and Zoning.

  • construction or alteration of a structure without an approved building permit
    • structures or any alteration of the structures should be approved by the Rumsey Island Architectural Committee prier to submitting to Harford County for permit.
  • storage of untagged or inoperable vehicles on property
  • outside storage
  • commercial vehicles or contractor's equipment
  • grass over one foot tall IF the property is located within an approved subdivision and the lot is less than 5 acres
  • more than five domestic animals
  • accessory structures without approved building permits, i.e. fences, sheds, decks, gazebos, pools, etc.
